I am collecting statements from various Comal County Community Leaders who have worked with me over the years. I have asked very few of these leaders for endorsements. They have asked if they can support me. I am honored to have the support of these great leaders.
Bob Slupik – Bob was the Chair of the Comal County Appraisal Review Board when I began serving in 2020. He served the community with excellence in this position for many years. He is currently on the Comal County Appraisal Board.
Recommendation for Barbara as Justice of the Peace
Barbara and I had the privilege of serving together on the Appraisal Review Board for several years. During that time, she consistently distinguished herself as an outstanding board member. Her exceptional listening and questioning skills set her apart, enabling her to draw out the most pertinent information in every case presented to the board. Barbara’s ability to extract relevant details was invaluable, as it helped all board members reach well-informed decisions. She demonstrated a thorough understanding of the governing laws, always making decisions that were firmly rooted in factual evidence and in accordance with those legal standards.
Alongside her commitment to the law, Barbara showed genuine empathy for property owners, fully appreciating the impact her decisions could have on each individual. Her balanced approach combined fairness and compassion with a strong adherence to legal principles.
Given Barbara’s exemplary skills and experience, I am confident that she possesses the background and qualifications needed to serve effectively as Justice of the Peace. I strongly encourage residents of Precinct 3 to support Barbara with their vote.

Marilyn Manford Simms – A truly excellent member of the Appraisal Review Board
Having served with Barbara Harrell during elections at Comal Co and the Comal Appraisal Review Board, I have found Barbara to be a good listener to both sides of any discussion. She is professional and honest.
I am honored to endorse Barbara Harrell for Comal Co Justice of the Peace, Pct. 3. I encourage you to vote for Barbara Harrell, the most qualified candidate in the March Primary.
Respectfully,
Marilyn Manford Sims
Isabel Ibarra – Isabel has been Republican Precinct Chair for Precinct 305 for many years and has worked tirelessly to get out the vote in that Precinct.
Carolyn Besselman – A leader of leaders in the County and in the State. I am honored to have her support.
The position of Justice of the Peace should not be taken lightly. It is an extremely important position especially in Precinct 3. This is one of the fastest growing areas in Comal County. Barbara is focused and completely ready to handle all that this position entails. She is not running to have a “title”. She is running to give back to her community and help run things as smoothly as possible with the enormous amount of growth in the Precinct. She is the only qualified candidate with the knowledge to take on the nuances of the justice system. She will handle issues fairly and transparently. Her principles and values guide her decisions and she will be fair with everyone. I highly recommend Barbara for Justice of the Peace Precinct 3.

I am pleased to have the opportunity to endorse Barbara Harrell for justice of the Peace Precinct three. Barbara is the only candidate for JP three that has legal experience , the temperament, and the passion to serve that a JP needs. I have known her for years and know that she is compassionate, fair, and deliberate in all things and is the voice of reason when a situation needs one. Precinct 3 will definitely benefit !
I strongly support Barbara Harrell for justice of the Peace Precinct 3.

Marcia Stewart, who has worked with me as an Election Judge for many years submitted this on Jan. 28, 2026
I met Barbara Harrell just after the 2020 elections, when I first became involved in elections as an elections clerk. Barbara was the Republican election judge there, and she set a standard for me that made me dissatisfied with most other judges I have worked for. The polls should be, on a busy voting day, a somewhat precise and therefore potentially tense place to work. You want to serve the voters in a fair and unbiased way, and get all your t’s crossed, so that every vote counts, and the process is respected to the highest degree.
Barbara has been doing this for a very long time, she takes her work seriously, and I don’t believe there are too many folks who could do it better. She is a patient and calm presence to both workers and voters in what can become a very nerve-wracking setting at times. I’ve seen her calm storms and settle nerves on many occasions.
One smart lady; she has a law degree, knows elections rules, and she knows the voting
machines and how they work, so she makes many processes smoother by knowing what she is doing. I know Barbara Harrell will be an excellent Justice of the Peace for Comal County and the residents of Precinct 3. So vote for Barbara!
Thank you for your attention to this matter!
